Preparation of Ukrainian citizens to enter institutions of higher education

SUBSTANTIATION
of educational licensing for preparation of Ukrainian citizens to enter institutions of higher education.

     I. General characteristics and regional development prospects as for the demand for specialists of the definite major field for 5 years or as for the demand of the regional population for gaining a certain educational service (in the sphere of preschool, secondary school and non-school types of education).

     National Transport University is a leading higher educational establishment in its field. The total licensed number of full-time students amounts to 2160 persons, and part-time students -2165 persons. The licensed amount of students in the area of the major field “Preparation of Ukrainian citizens to enter institutions of higher education” makes up 1500 persons. Taking into account the demand for engineers the enrolment of students tends to be constantly increasing over the next years.

     Pre-university preparation to enter NTU was organized in 1970. Hundreds of students of pre-university preparation department have become students of National Transport University or other educational establishments for 40 years.

     Pre-university preparation is necessary due to the fact that the level of knowledge of those who intend to enter the university is not always up to educational standards. Besides, any unified tests are not able to show all entrants’ skills necessary for successful studying at this very university. That is why the main objective of pre-university preparation department is to give an opportunity for persons planning to gain higher education to increase their educational level during a short period of time.

     Professionally oriented work with students is an important component of academic process at pre-university preparation department. Its main tasks are acquaintance with university areas of specialisms, with organizations and departments the university graduates work for and assistance in making the right choice of future specialism based on students’ own interests and abilities.

     Pre-university preparation department provides in-depth learning of subjects chosen for independent testing.

     Academic progress analysis of enrolled students confirms higher level of knowledge as well as a shorter period of adaptation to university studies after school.

     Taking into account the fact that all universities are eager to enroll students with high levels of knowledge they organize pre-university preparation courses which function at all institutions of higher education in Kyiv.

     This educational service at NTU will be provided at high methodological level. Unique material resources and university staff facilitate preparation of specialists in this sphere.

     A conducted analysis testifies that NTU is entitled to train Ukrainian citizens to enter institutions of higher education according to the licensed amount.

     II. General characteristics of the institution of higher education.

     Kyiv Automobile and Highway Institute, the future National Transport University, was founded by the Decree of the Council of the People's Commissars of the USSR No 11.06-r of November, 7, 1944.

     In accordance with Cabinet of Ministers’ resolution ¹592 of 29.08.1994 Ukrainian Transport University was established as a successor of Kyiv Automobile and Highway Institute. According to Ukrainian President’s decree ¹ 1059/2000 of 11.09.2000 Ukrainian Transport University acquired a national status and was renamed into National Transport University.

     National Transport University is a legal entity having rights and obligations since its state registration.

     National Transport University functions in accordance with current Ukrainian legislation and Statute approved by the Ministry of Education and Science of Ukraine on 10 February 1999.

     NTU is a higher educational establishment, subordinated to the Ministry of Education and Science of Ukraine.

     M.F. Dmytrychenko has been the Rector of National Transport University since 2003.

     Rector of NTU is Head of Manufacturing, Repair, and Materials Engineering Department, Honored Worker of Science and Technology of Ukraine, Doctor of Science in Technology, Professor, Academician of the Transport Academy of Ukraine (1994), Academician of the Ukrainian Academy of Tribology(1997),Vice-President of the Ukrainian Academy of International Tribology Council (1999), Ukraine State Prize Laureate in the field of science and technology(2005), Prize Laureate of Ukrainian Komsomol and Ukrainian Scientific and Research Council in the field of science and technology(1982), Corresponding Member of the Academy of the Pedagogical Sciences of Ukraine, the President of the Transport Academy of Ukraine, awarded the Orders of Merit of the II and ²²² degrees.

     In accordance with IAC resolution of 30.06.1994, protocol ¹ 12 (order of the Ministry of Education and Science of Ukraine of 13.07.94., ¹229), and resolution of State Accreditation Committee, National Transport University was accredited as a higher educational establishment of the fourth level. A serial number of the Accreditation Certificate is ÑÄ-ÃÓ ¹ 110018.

     “A Concept and an educational program for functioning of transport complex at NTU under new conditions” function at the university.

     On the basis of the Law of Ukraine “On Education” the Academic Council of the university developed programs to implement this concept into academic process.

     The major sphere of NTU educational activities is concentrated on training specialists for transport complex and integrated systems and has the following basic major fields: transport, engineering mechanics, construction, welding, management, economics and computer science.

     NTU trains specialists of corresponding education and qualification level in definite areas of specialisms and specialization according to the license appendix AB ¹048760 of 05.07.2006.

     In accordance with the Cabinet of Ministers’ resolution ¹ 507 of 24.05.1997”On major fields of definite graduation programs” the university offers different specializations.

     Fulfilling the Regulations on graduation programs (leveled system education) adopted by the Cabinet of Ministers on 20.01.1998 the university has provided Bachelor’s Degree on the basis of full secondary school education and Master’s Degree for Bachelors since 1998-1999(order ¹ 198 of 4.09.1998).

     The University activity is administered by the Constitution of Ukraine, the laws of Ukraine “On education” and “On higher education”, “The Regulations on state higher educational establishment”, the Statute of National Transport University approved by the Ministry of Education and Science of Ukraine on 28th of March, 2003.

     According to the order ¹ 282 of 21.07.2006 “On reorganization of faculties” the university consists of 4 faculties and 30 departments.

     The departments of the Automobile and Mechanic faculty are the following: manufacturing, repair and materials engineering; automobiles; engines and heat engineering; manufacturing systems and service in transport; road machines; computer and engineering graphics; ecology and safety of vital functions.

     The following departments form the faculty of Road-Construction: bridges and traffic tunnels; road design; road construction and maintenance; road building materials and chemistry; strength of materials and engineering science; organization of production; airports; theoretical and applied mechanics.

     The following departments form the faculty of Economics, Management and Law: economics; transport law; systems analysis and logistics; constitutional and administrative law; philosophy and pedagogics; theory and history of state and law; management; finances.

     The following departments form the faculty of Transport and Information Technologies: transport technologies; transport systems and road safety; information systems and technologies; electronics and computing equipment, physical training and sports, higher mathematics, foreign languages; physics.

     4 institutes work in the structure of the university:
     the Institute of Pre-University preparation and International Cooperation;
     the Institute of Correspondence Education and Distance Learning;
     the Institute of Transport Economics and Business;
     the Research Institute of Transport and Construction Technologies

     The university also includes 2 education and consulting centers in Lviv and Kryvyi Rih, Barskyi Road Transport Technical School and Nadvirnyans’kyi College.

     NTU was the first higher educational establishment to train specialists in traffic engineering, economics of road transport, economics of road construction, Renovation and upgrading of machines and constructions wear resistance engineering and facilities, transportation and transport management.

     In the years of its existence the university has trained over 69 thousand specialists for Ukraine, former USSR and other countries of the world.

     The Institute of Pre-University Preparation and International Cooperation is responsible for preparation of applicants.

     III. Present and potential possibilities in relation to granting educational services according to definite major field (specialism)

     a) Material resources and prospects of their development

     Pre-University preparation of citizens of Ukraine takes place in the university building situated in KikvIdze, 42.

     The number of lecture halls and classrooms enables students to study in one shift.

     The material resources of the departments taking part in the educational process correspond to the requirements of academic curricula.

     The departments have a well-organized accounting and maintenance system of equipment, devices and materials.

     The library is situated in the laboratory library building of the university in Kikvidze Street. And its branch is located in a main university building in Suvorova Street. There is a resource department, catalogue departments and reading-rooms. The university library has a sufficient literature fund for the visitors of reading-rooms, funds of educational, scientific literature and professional journals.

     The well-equipped laboratories, computer classes are at students and University staff’s disposal to make academic process efficient.

     Taking into account the annual permanent improvement of indexes of material and technical resources National Transport University will give educational services at the highest level in future.

     b) the University human resources

     Well qualified staff provides training of high level.

     28 teachers teach at pre- university courses. All of them have experience of working in higher educational establishments and basic education in their subjects.

     Well qualified staff meets all necessary requirements.

     The total amount of academics of NTU makes up 609 persons. Among them there are Doctors of Sciences, Professors -63 persons (10,3%), Candidates of Sciences, Associate Professors, - 274 persons (45,0%).

     c) Teaching and methodological resources.

     Teaching process on preparatory courses is organized according to the curriculum, approved by the Rector of NTU. It is based on thematic scheduling in mathematics, Ukrainian and History of Ukraine, developed with reference to comprehensive secondary school curriculum. Thematic scheduling is made up by leading teachers, then discussed and approved at methodological council meetings.

     Principles of individual approach and equality of its participants are realized during academic process. All students of preparatory courses are tested in mathematics and Ukrainian before getting to studies, which allows making up academic groups the students of which have an approximately identical level of preparation. Current academic progress and attendance of students are fixed in special registers, available for university administration and parents of students. During studies the students are tested twice. The tasks identical for all students allow defining the level of gained knowledge without bias.

     d) Prospects of scientific publishing.

     Wide scientific research is conducted at the university.

     As the Academic Council of the University is concerned to increase scientific potential efficiency and to involve University scientists in carrying out research of state importance it has given top priority to the following spectrum of research:

     - progressive systems and methods of improving tractive and high speed, economical and ecological characteristics of cars;

     - reliability and system efficiency of motor cars, road-building machines, ensured by the development of methods, modes, technologies of their production, repair and maintenance;

     - mechanics of transport facilities and constructions;

     - progressive directions of transport building development under the conditions of transition to market economy;

     - problems of formation of rational transport systems and effective functioning of their constituents in market economy;

     - modern information technologies and technical support in education.

     Scientists of the University have extensive contacts with the following leading scientific institutions of the National Academy of Sciences of Ukraine: Institute of Electric Welding named after Paton, Institutes of gas, mechanics, problems of materials, super-strong materials, general and nonorganic chemistry of water etc. Nowadays contacts with scientific institution of the Academy are gathering momentum. This is proved by a contract concerning research cooperation between the Institute of Electric Welding named after Paton and NTU. The University has 4 Theses Committees which attest high qualification of Ukrainian scientists.

     Three inter-departmental journals are published in NTU: 'Highways and Road Building', '“Hydraulics and Hydraulic Engineering', “Project management, systems analysis and logistics”. The collected research works of National Transport University have been published since 1995 and the NTU Herald has been published since 1997.

     The University has contacts with universities, scientific institutions in the CIS, Poland, the USA, Germany, Slovakia and so on.

     A well-equipped publishing centre meets all scientific publishing demands of NTU.

     IV. Grounds for granting license and guarantee of fulfilling license conditions National Transport University is a state higher educational establishment of the fourth level of accreditation which trains full-time and part-students for education and qualification level of bachelor, specialist, and master according to the state order, as well as at the expense of individuals and legal entities.

     The resolution of the SAC of the Ministry of Education and Science of Ukraine of 23.12.2003, protocol ¹48, confirmed the high status of the University accredited as a higher educational establishment of the fourth level.

     Nowadays about 11000 students of 26 specialisms in accordance with grade educational system study at 4 faculties (the Automobile facultyt, the Road-Construction faculty, the faculty of Economics, Management and Law, the faculty of Transport and Informational Technologies) and 2 institutes (the Institute of Correspondence Education and Distance Learning and the Institute of Economics and Business on Transport). The Institute of Transport Economics and Business retrains annually almost 2500 specialists in 10 major fields. In addition, it offers the second higher education for specialists in all specialisms.

     In order to provide modern education of the highest quality the university established The International Education Center for Information Technologies (IECIT). The Center main areas of work are: automation and informatization of the University educational and managerial activity and their harmonization to international standards; specialist and applied software development and implementation in order to improve the work efficiency of the University academic and teaching and management staff; computer hardware maintenance and faultless operation; telecommunications implementation and maintenance; access to the Internet.

     Postgraduate department trains well qualified specialists. And contacts with research institutions of National Academy of Sciences and international educational establishments contribute to it.

     The students are taught by highly qualified teachers, 80 per cent of them have ranks and academic degrees. In addition to teaching they carry out research work. Among them there are 25 academicians and corresponding members of the Academy of Sciences and of some branch academies, 6 Honored Workers of Science and Technology of Ukraine, 5 Honored Workers of Ukrainian Transport, 4 Honored Workers of the National Education of Ukraine. Many academics have become laureates of the Ukrainian State Prize in the sphere of science and technology.

     Taking into account the demands of the modern market the following new departments were organized: management of enterprise; transport technologies; transport systems and road safety; economics; information systems and technologies; organization of enterprises; manufacturing systems and service in transport; transport law; systems analysis and logistics; constitutional and administrative law; ecology and safety of vital functions. It provides training of specialists who will be able to manage national market economy.

     The university has expanded cooperation with Ukrainian and foreign firms and companies to support, encourage and involve talented youth into further development of transport complex and enrichment of Ukrainian intellectual potential.

     Scientists of the University have extensive contacts with the following leading scientific institutions of the National Academy of Sciences of Ukraine: Institute of Electric Welding named after Paton, Institutes of gas, mechanics, problems of materials, super-strong materials, general and nonorganic chemistry of water etc. Nowadays contacts with scientific institution of the Academy are gathering momentum. The agreement between the Institute of Electric Welding named after Paton and NTU is the proof.

     The University has 4 Theses Commitees.

     Almost one third of the students do research work. Students use the results of investigations in diploma and course papers. Dozens of students have become laureates of student competitions, Olympiads, participants of republican scientific conferences. The most talented of them do a Master course and are enrolled to a post graduate course.

     Departments of the University have computing facilities.

     Laboratories are equipped with modern research machinery, stands and devices. During study and practice students are trained vocationally and they can get licenses of a driver, an operator of road-building machines, a computer operator and so on.

     The reading rooms and learning resource fund meet students' demands to the full. Cars and road machines are widely used on training ground. The university takes a good care of students’ physical development.

     A large sports center with gyms, a sports recreation centre, a summer camp, and a swimming pool are always at students' and teachers' disposal. There are sport clubs that provide training in 18 kinds of sports. The most popular of them is a motor club. Motorcyclists of the university have won prizes at republican, international competitions many times. The international students’ motor-race for the University Cup is a traditional event.

     There is an opportunity for students to take part in amateur art activities and teams of CFS. Interesting and enjoyable parties regularly take place at the university. One of the most urgent tasks of the university is to create appropriate conditions of living in hostels. Those who come from various regions are provided with hostels equipped with all necessary things.

     The above mentioned information gives all grounds to grant a license to National Transport University for preparation of Ukrainian citizens to enter institutions of higher education in the declared licensed volume of 1500 persons. National Transport University guarantees the complete fulfillment of license conditions at high-quality level.

     University human resources

     State independence and transition to the market economy resulted in the necessity of making changes and amendments to the Code of laws „ On Labour". The Ministry of Education and Science of Ukraine, as central executive public authority which manages education and science, on the basis of legislation developed and introduced a new system of employing administrative, pedagogical and scientific –pedagogical staff in educational establishments by labour contracts or on a competitive basis.

     The university work with staff aimed at saving highly qualified teachers, scientific workers and academic related and support staff. Academic staff are employed by labour contract on the basis of Law of Ukraine „ On Higher Education" and Code of laws “On Labour”.

     The Institute of Pre- University Preparation and International Cooperation is responsible for training students for entering higher educational establishments.

     37 persons (11 full-time teachers and 26 part-time teachers including 16 persons combining several positions in the university) work at the Institute of Pre- University Preparation and International Cooperation.

     High quality teaching is provided by:

     Senior lectures – 11persons/30%

     The holders of Excellence in Education of Ukraine badge - 3 persons

     Most teachers of the Institute (21per.) are T.G.Shevchenko Kiev National University graduates.

     Well-qualified members of the Institute provide high-quality training of citizens of Ukraine in order to enter higher educational establishments.

     Material resources

     National Transport University has four buildings: academic, laboratory, library – educational and sporting complex. Total area is 49312 m2 according to statistical report. An academic process in the university takes place in 68 lecture halls, laboratories and classrooms.

     Laboratories and lecture halls are equipped with 998computers. Students of preparatory courses study in laboratories and classrooms, equipped with modern facilities and devices, gauging equipment in accordance with the requirements of university curricula.

     The university has a library which provides students, graduate students, teachers with academic journals and reference materials. It has 5 reading-rooms for 600 persons. The general library fund is made of 462242 editions, including: scientific literature - 95971, educational literature - 261053, periodicals -116321.

     The University Publishing Center provides an educational process with scientific academic journals. Nowadays printing resources amount to 150 thousand of conventional pages annually. The university has bought modern printing equipment this year which will give the possibility to increase considerably printing recourses.

     Methodological resources

     Pre-University preparation is organized according to the syllabuses in mathematics, Ukrainian and History of Ukraine, developed with reference to comprehensive secondary school curriculum. Syllabuses are developed by leading teachers, then discussed and approved at methodological council meetings.

     Teaching is organized according to the principles of individual approach and equality.
